CAPITOLA — The Capitola City Council meets at 7 p.m. Thursday at City Hall, 420 Capitola Ave.
The council will consider options for banning flavored tobacco and vaping products, take a second reading on an ordinance updating the city cannabis laws and take a second reading on an ordinance regarding the removal of optional retirement benefit enrollment for future council members.
The Santa Cruz Mid-County Groundwater Agency meets from 5 to 8:30 p.m. Wednesday at the Simpkins Family Swim Center, 979 17th Ave.
The committee will review its draft sustainability indicator recommendations, discuss the sustainability goal and review technical data necessary to understand and evaluate plan development for the Mid-County Groundwater Basin.
The Santa Cruz Parks and Recreation Commission will hold a special meeting at 4 p.m. Monday at City Hall, 809 Center St.
The commission will review the Parks and Recreation Department’s proposed fiscal year 2020 budget.

The council will consider reinstating a closure date — April 30 — for the homeless encampment between Highway 1 and the Gateway Plaza. The council also will look at establishing rules for cannabis delivery service businesses, anticipating state legislators barring municipalities from preventing outside delivery services from delivering within their borders, and will consider allowing approved city cannabis business to add investors – not just proprietors – to their companies. The council also might opt to direct city staff to conduct a countywide regional cannabis business tax study and taxation model, with an update on the effort due no later than September, and consider setting aside $40,000 to assist with the county’s Census 2020 outreach efforts.
